I've found a lot of tutorials for making mini top hats with a base of cardboard and then carefully gluing fabric over it.  Would it be possible to make a regular sized top hat with that method?

Yup. ^^ It does work! Just be careful with black felt and a glue gun....the glue if not done careful and then somehow smears, does not look nice. It smudges and looks strange...if it's a little bit, just use a black sharpie to cover it or put something over top of the area to hide it. ^.~

Thanks!  Yeah, I wasn't sure if resizing would work with cardboard would work... and I didn't want work through the whole thing only to find out it wouldn't.  Btw, I love the black sharpie trick!

Same here - it's usually on my grocery shopping list.  Wink   Oh, so I decided to try making a mini-top hat first, as practice.  Um... things are going okay so far.  It looks like it will work out.  And my hot-glue gun burns are healing nicely.  Grin
